In a press briefing held on 30 December in Brazzaville, the National Fund for Employability and Apprenticeship (Fonea) signalled a new chapter in youth empowerment by unveiling a no-cost national training scheme in perlage. Backed by the Société Africaine de Recouvrement (SAR), the initiative is designed to equip 3,000 Congolese aged between sixteen and thirty-five with market-ready skills in the meticulous art of bead-craft. One-half of the cohort will be welcomed in Brazzaville and Pointe-Noire during a pilot phase, before the project radiates across the country.

Although perlage enjoys a rich cultural lineage in Central Africa, it remains an under-exploited niche within the formal economy of the Republic of Congo. By entwining creativity and business acumen, the programme seeks to elevate bead-craft from hobby to enterprise.
Championing Made in Congo Creative Sovereignty
Beyond individual income, Fonea underlines a wider ambition—cementing ‘Made in Congo’ as a badge of quality within regional craft markets. Priority will be given to the transformation of domestic raw materials, thereby retaining added value in national value chains. Organisers hope that a new generation of artisans will anchor Congolese aesthetics in handbags, decorative objects and jewellery destined primarily for local consumers, while remaining competitive in surrounding markets.
Full Scholarship, Start-Up Kits and Post-Training Mentorship
Financial hurdles often eclipse vocational enthusiasm. In response, Fonea will assume the totality of tuition costs, provide starter toolkits upon graduation and extend mentoring for several months after completion. This holistic formula is expected to mitigate early drop-out risks and track employment outcomes in real time. “We refuse a model that trains without accompanying. The kit represents a bridge between the classroom and the first order,” Dr Louboya explained.
Pilot Cities as Laboratories for National Roll-Out
Brazzaville and Pointe-Noire offer contrasting yet complementary ecosystems—administrative capital on one side, economic hub on the other. Their selection as pilot sites provides a diversified test bed to fine-tune curricula and logistics before replication in other departments. Should the first intake meet employability benchmarks, the blueprint will be scaled gradually until national coverage is achieved.

Her journey epitomises the objective Fonea now seeks to multiply three thousand times over.
Public Awareness Drive Set for January Launch
To ensure equitable access, a communication campaign will roll out this month, guiding prospective participants through eligibility and application procedures. With age, gender and geographic parity integrated into selection criteria, organisers hope to forge a cohort reflective of Congo’s demographic dynamism.

By coupling technical training with entrepreneurial scaffolding, Fonea reiterates its mandate as a national lever for employability.
